Allow Category Tags for all Libraries including Media and Global Blocks

In the CMS we used for twenty years prior to moving to Umbraco we had the ability to tag any content, with categories.
We could then create navigation by directory and file structure, as well as by category.

We had very good feedback in terms of editor experience as some content lends itself better to category based navigation as those items may appear in several categories, which is difficult to do in standard nested navigation.

I think this would lend itself very well to global block items specifically.
For example. We made good use of this in a link library where URLs appear in multiple categories simultaneously.
