Bug summary

It seems when we have a block like a "One Column Section" or "Two Column Section" block without content properties, but only settings properties, clicking the block label doesn't open the block modal.

It is possible to open settings and switch back the content app.

I would expect it to open first app.

It block has no content properties or settings block, perhaps it shouldn't indicate it is clickable - or be disabled).
It may possible need to consider any apps here (I guess it may be possible to extend with additional apps here).
