Ability to turn off my Cloud site completely

Partly for sustainability, (partly because I have done something silly 🙈) I would love the ability to just turn off my Cloud site completely with a toggle in the portal.

A little birdie tells me there's already an endpoint for it, just like the restart button we could have a turn off/on toggle.

This would also save on resources when I use multiple environments for example, often I only want my staging environment to run for a few hours. Right now I have to go in and delete it and spin up a new one when I need it again.
