Feature request: Change the "Read" role for an organisation to not be able to create new projects.

As long as you are a part of an organization, you can now create new projects. I propose that if someone has the Role "Read" in your organization they shouldn't be able to create new projects for that organization to prevent people from creating projects that the organization doesn't know about but still have to pay for.
