Enforce Two-Factor Authentication (2FA) for All Umbraco Backoffice Users

Currently, Umbraco 13 supports 2FA, but it’s optional and must be manually enabled by each user.

Feature Request:
Add an option to enforce 2FA for all backoffice users (or specific user groups), so users are required to set up 2FA before accessing the backoffice.

Reason:
This would improve security, ensure compliance with organizational policies, and reduce the risk of accounts without 2FA in production environments.
