The time stamps in project history are wrong.

Issue description

We have used the button in the cloud portal to deploy from staging to production and have noticed some confusing behavior with the times stamps / timezone conversion in the Insights -> Project history dashboard.

The process was started at: Oct 5, 2025 11:56pm UTC
and would have finished at Oct 6, 2025 12:04 am UTC.

We are in New Zealand where it is currently daylight saving time, NZDT (UTC+13:00)
