Invite user from portal vs BackOffice

Issue description

I noticed a few differences in invite user flow from Umbraco Cloud portal vs BackOffice.

• In invite user from BackOffice an message is required, but not on resend invite or from portal.
• I can invite a user to only live environment from BackOffice - it doesn't seem it is possible from portal. I am missing an "No Access" option as for portal project role.
