Disable a payment provider

Just a simple enable/disable/ tickbox, I think this would be handy. Some providers have a lot of settings. I realize I can simply remove all the available countries but that means remembering which ones were enable to start with.

Hi @seanrockster , should disabling a payment / shipping method prevent it working in callbacks for orders that are already configured to use it or the enable/disable toggle is just for hiding payment/shipping methods from the front end, but any existing order that used it previously should still work?
