Duplicate constants in the code lists

During code lists parsing I've found that at least two code lists have duplicate constants in them:

1. https://github.com/uncefact/spec-JSONschema/blob/main/JSONschema2020-12/meta-library/BuyShipPay/D22A/codelists/UNECE_UNTDID4405.json#L14-L20
2. https://github.com/uncefact/spec-JSONschema/blob/main/JSONschema2020-12/meta-library/BuyShipPay/D22A/codelists/UNECE_UNTDID8023.json#L102-L132
