[FEATURE REQUEST] manually enrollment/subscription pausing/suspending feature (enrollment.pauseEnrollment)

currently, only overdue enrollments are assigned a status of PAUSED but there might be a scenario where the admin might want to suspend a subscription so I think there should be an API for that.
