[FEATURE REQUEST] Allow Independent Language Selection for the Caps Lock Indicator Tooltip

Description

It is recommended that the Caps Lock indicator tooltip should allow independent language selection (separate from the software's language), particularly enabling the choice of English. This is because the CAPS LOCK key is typically labelled in English on keyboards, and displaying it in other languages would appear rather peculiar.
