win: add script to remove and clean Chat (Teams)

- Create new category for Teams removal
- Move removing "Meet Now" icon to new category
- Add scripts for Teams removal
- Add scripts for Teams data cleanup

Other supporting changes:

- Add ability to constrain setting registry key to maximum Windows
  version
- Add shared function to disable startup of UWP apps
