progressive web app desktop shortcut fails after closing chromium

1. Install a PWA
2. Shortcut shows up in app menu, and works.
3. Close all chromium windows, including the PWA window(s)
4. Attempt to open PWA from app menu shortcut

A desktop notification pops up with the following error message

Program '/tmp/.mount_chromikDBHhL/AppRun' not found in $PATH

The PWA remains accessible in chrome://apps, but it kind of defeats the purpose if I have to first open up the browser and go to a specific URL to access the PWA
