Relativetime data not being generated for ICU 78

In 8c91b2e, Node 25 was added for generating ICU 78 testdata for relativedatetime

However, it appears that this Node version is still on ICU 77. As a result, there are test failures in relativetime that are "bogus", such as:

Expected: ১০০ ঘন্টা আগে
Actual: ১০০ ঘণ্টা আগে

Actual is the correct output, and Expected is wrong, based on ICU 77.
