Document more detail about ICU4X's decision to not calculate transitions #7339

In the docs pages, all I can see is a brief mention on https://unicode-org.github.io/icu4x/rustdoc/icu_time/zone/index.html#obtaining-time-zone-information
This crate does not ship time zone offset information. Other Rust crates such as chrono_tz or jiff are available for this purpose. See our example.
We should improve documentation on this subject, including the points from the discussion (#533 (comment)), and use it as the reference when people ask why we don't do it.
