Require PR owner?

Should the bot also require a PR owner?

Upside is that ownership shows up earlier in lists of PRs.

Downside is that community contributions, that might otherwise pass tests, will show with an X as broken when they might be otherwise OK.

There could be a flag (environment variable) to enable this behavior. In ICU4X we don't actively use the Owner field for PRs.
