NamesList-17.0.0d14.txt (#1099)

This incorporates suggested updates to the annotations for Sidetic
characters (except for N27-N29, which are slated for removal after the
UTC meeting), and two annotations (for "yori" and "koto") drafted by Ken
Lunde.
