How about raising the minimal JDK version for Indriya?
According to the Oracle Java SE Support Roadmap the Extended Support for Java 11 ends at the beginning of 2032, while Java 8 ends just a little under a year before.
Therefore I would set the minimal version as Java 11 and support additional JDKs like 17, 21 or 25 via Multi-Release-JAR feature, Indriya already uses.
The API still supports Java 8 as the minimal version. If that was to change, we would require a new MR.
