Mobile: How to connect to https localhost API?

I can connect to an http localhost but how do I setup the certificates so that the android emulator can make requests to https localhost without failing the certification verification?

I'll look into ngrok but using a 3rd party service or trusting a 3rd party service isn't ideal just saying.
