Uno platform cross-runtime Library can not be publish

1. Create a new project from Uno Platform Cross-Runtime Library and set project name UnoTestLibrary1
   
2. right tap the UnoTestLibrary1 project to publish this lib, select Folder target
3. Publish failed that the message is as follows
