When installing a plugin, it doesn't remove a file if it was previously added and then later removed

By reinstalling a plugin like IPCloneDetectorAndASNAnalyzer, a 'WhoisASN.php' file is added to the plugin directory, even though this PHP file was deleted several weeks ago because it was obsolete. You can see here https://github.com/unrealircd/unrealircd-webpanel-plugins/tree/main/IPCloneDetectorAndASNAnalyzer that the 'WhoisASN.php' file is not present, yet it still gets installed by being added to the plugin.

I'd recommend you to make something in your plugin's installation to make this check.
