Currently installing usearch fails when trying to install in Python 3.13t regardless of the GIL flag.

This is not the same as #530

Hi @eavanvalkenburg! Sorry for the late reply. I was hoping for the CPython toolchain to become more concurrency-friendly, but it seems like it's going to be a long wait. I'll try to enable the opt-in 3.13t support in the cibuildwheel tool.
