Add tooling to allow for live issue removals #417

Even this fairly narrow issue is a much bigger problem than anticipated (see #395 and #330), and as such really needs to be its own epic with subtasks.
For MVP, all we really need is a way to pull live issues from a batch and have a new batch pushed up that excludes those.
The situation gets difficult for so many reasons: we don't have the original files (TIFFs or original PDF uploads -- we only keep these in the dark archive, and some institutions don't keep them at all), the fairly inflexible way NCA works with curation / review, and the need for a way to provide disaster recovery options without relying on copying a massive batch into the dark archive every time a minor change occurs. There are probably other complications I haven't even considered yet.
