No "generate-config" in available tools (as shown in README)

The README shows "generate-config: Create Upsun project configuration templates", but I don't see that in the list of available tools (using gemini-cli I see lots of tools, including write-tools working). I can pause environments, for example. But no configuration tools, which would help lots of people.
