Current State

When processValidationJson is complete and an upload-file was validated successfully or invalidated manually, then the treasury report is unaffected.

Expected State

When processValidationJson is complete and an upload-file was validated successfully or invalidated manually, then the treasury report generation lambda is kicked off for the specific Project-file as well as subrecipient-update.

This should address issue where projects in overwritten or invalidated files are included in the treasury report - once this issue is resolved, we can test overwritten & invalidated files in treasury report
