[Issue]: Unhide invalidate button #544
Description
Why is this issue important?
We hide the invalidate button for uploads on the individual upload details pages. Once we ensure that projects that only exist in invalidated uploads do not display on treasury reports, we can make the invalidate button visible again.
Current State
button is hidden from org admin and org staff users
Expected State
the Invalidate button will display for all users (usdr admin, org staff, and org admin roles)
