Need to add disclaimer to Tribal data set to be inline with DOI processes and procedures

Describe the bug
Need to add "DOI makes no warrant for legal application of this data such as uses as a legal boundary" as a note to the tribal dataset on the methodology and data page

Steps to reproduce the behavior:

1. Go to 'Methodology & data'
2. Scroll down to 'Tribal data'
3. See error

Add the note to the data box
