Unclear info re Public and Workspace

I checked the docs, and I couldn't find the answer.
I selfhost memos on my local network, and created 2 users. Both are set with their relative Gmail address.

I can't figure out how to share notes, I don't see each other notes whether they are set to Public or Workspace.

Can someone clarify how this mechanism works? Thanks

Ok, I just realized that there is an Explore section, I was expecting notes to show up in the home
