Ctrl+C breaks `mvn rascal:console`

When running mvn rascal:console, using Ctrl+C to clear the current input will semi-crash the REPL back to the shell it was started from. Depending on the shell it is sometimes still possible to interact with the REPL, and sometimes it may just crash.

This occurs in Git Bash/MinGW, Command Prompt, and PowerShell.

We should do the same as for the compiler, register a shutdown hook to pass along the terminate to our child process.
