Notification for cancellations

This is an enhancement request to be notified when attendees have canceled their registration.  Right now, the only way to detect this is when our lodging scripts detect that rooms are empty or occupancies are misaligned.  But, the affects of a cancellation can ripple through everything from meal reservations to excursion counts.
