RELEASE.TXT has unprintable characters

I think I cut and pasted from Tony's files, so there are some unprintable characters when I open RELEASE.TXT with Notepad++. The May 3 entry for example.

If there is not an easy fix, I can got through by hand and make some changes.

It doesn't look like there's an easy fix. Looking at the file using Textpad, it seems that all of the unprintable characters have the same value 'U+fffd'. I know one of them should be a degree symbol but I can't tell what the others should be.
