Bump lodash.template, gulp and gulp-php2html

Bumps [lodash.template](https://github.com/lodash/lodash), [gulp](https://github.com/gulpjs/gulp) and [gulp-php2html](https://github.com/bezoerb/gulp-php2html). These dependencies needed to be updated together.

Removes `lodash.template`

Updates `gulp` from 3.9.1 to 4.0.2
