docs (setup): add CLI syntax to set tag as env variable, and use that throughout build CLI commands

In previous setup docs, we instructed users to export the tag as an environment variable and then all the future commands referenced that tag. I think we should reinstitute this for maximum convenience and clarity. We should also provide guidance on whether someone should build a main release or the dev containers.
