Have cypress smoketests use edge instead of chrome #9769
Description
As a developer, so that we can run cypress tests using the same browser as internal users, we need to make smoketests work with Edge.
Pre-Conditions
Acceptance Criteria
- Should work with Edge because that is what internal users use and we should ensure that our tests simulate as many as the same conditions as possible.

- Potnetial false positives

- Seems to be affecting devs with court laptops

Notes
- we were not able to run cypress smoketests against a deployed environment using Edge headless. We are able to use it in open but headless is not able to connect
