Speeding up Windows 10 and 11 x64 and ARM guests

What are the best settings for Windows 10 and 11 guests as far as the CPU settings? I have the CPU's running at 100% constantly meaning that the multicore forcing is not working. Is there any way to select more processors? Windows XP flies, Windows 7 is a little bit worst, but does not stay at 100% CPU usage. What is the best CPU/system setup for Windows 11 ARM and Windows10x64? Will Windows 10 32 bit be running faster?
I am using Jitterbug VPN tunnel on iPadOS 16.5.1 and there is no trollstore for this version.
