Creating VM from MacOS Time Machine backup

I am trying to create a VM of an old Mac computer that runs High Sierra. I have a Time Machine backup in an external USB drive.

My setup:

• Host machine with Apple silicon M4 processor
• UTM VM is running from an external SSD drive
• The USB drive that contains the Time Machine backup is also connected to the host and the USB device is shared. In the moment that I select the USB drive in UTM, then the Time Machine drive is only visible to the VM.

I managed to create a VM with the High Sierra installation iso, and when I select the option to restore from Time Machine, I select the Time Machine backup and then it gives me this error: "The system cannot be restored onto this disk because APFS systems can only be restored to internal SSDs". Anything I can do?
