Describe the bug
In v11, I see alerts in the WebUI, but I am not receiving any emails for those alerts.
I have my email listed in the Settings -> Application Settings -> Alerts -> Emails to notify incidents
and
I have my email listed in the Settings -> Application Settings -> Alerts -> Emails to notify alerts
If I click "Check Email Config", I receive a test email successfully.
Regression Issue

Expected Behavior
I expect to receive an email for each alert, to the email listed in I have my email listed in the Settings -> Application Settings -> Alerts -> Emails to notify alerts
Current Behavior
I do not receive any emails when there is an alert.
Reproduction Steps
Put your email into I have my email listed in the Settings -> Application Settings -> Alerts -> Emails to notify alerts
Check email config to confirm that email is working
Trigger an alert
No email arrives.
