[Bug Report] Various Osu file loading problems

I need to:
* Calculate the row offsets vs. times to prevent tempo changes from systematically offsetting the beat.
* There seems to be some systematic misalignment between file when initially loaded as .osu then when it is saved and reloaded in .sm. (It could also be the fault of the files I was testing.)
