Celebrate HTTPUpgrade Protocol's New EarlyData Support with a Public Proxy Server

With the release of early data support of HTTPUpgrade Transport in v5.24.0. The following server was setup to provide a public proxy server with HTTPUpgrade transport , for a limited amount of time. This configuration maybe updated from time to time.
