LOA Admin buttons inaccessible with long reasons

Bug Description

When/if a pilot request leave, and adds too much detail and/or words to the reason for the LOA, the buttons to approve or deny the request becomes inaccessible.

Steps to Reproduce

1. File an LOA with a long sentence;
2. Go to LOA Admin;
3. Observe LOA with long sentence and inaccessible buttons.

Expected Behavior

Buttons remain accessible no matter what
