Mozilla bug 1981341 - Add referenceTarget and shadowRootReferenceTarget attributes. r=webidl,emilio,hsivonen

Allows setting referenceTarget when creating shadow roots declaratively or programatically, and also getting the referenceTarget value for a shadow root.
