Blue color to side when Taskbar is at top.

There is a blue color to side when Taskbar is at top, and I don't know why.

When the taskbar is at the bottom it is all black. When on the right side of the monitor has some blue. When on the left side of the monitor it is part blue.

Any ideas? I disabled "Show accent color on title bars and window borders" as well as "Show accent color on Start and taskbar and it is still there.
Using 22000.556.42.34
Edit: Happens on 22000.469.41.16 as well.
Edit2: Rebooted and it is still there.
