I fixed this finally, but don't know the exact steps. The key seems to be using AltDrag, which will let you alt-drag any windows, even ones that can't normally be moved. Using that, I could move the taskbar to the top of my screen. It was kind of janky, and took a few tries, but once there the size was normal. Moving back to the bottom went to the large size again though.

But I kept playing with that, moving the taskbar to another monitor, and restarting once the height looked right at the top. Eventually, I moved it back to the bottom of the primary monitor and the normal height was restored. Now it's working perfectly again. 🤷‍♂️
