Shrink taskbar icon size when full

For my vertical taskbar, I generally prefer the larger taskbar icons. However, when the taskbar is full, I would prefer switching to the smaller ones after opening many (generally Chrome) windows vs. combining the icons. It would be fantastic if this application could automatically switch to the smaller icons automatically when full.
