When I hit my start button on keyboard my start menu opens on the "main" monitor even though I have the taskbar dragged to my secondary monitor

Basically, what the title says. I have my taskbar locked on my second monitor even though it's not the "main" one and when I hit the start menu button on keyboard the start menu opens on main monitor and not on the monitor where the taskbar is. It sometimes works and sometimes not but more recently it hasn't been working. When I simply press the start menu icon on the taskbar itself then the start menu opens correctly. It's only when I hit the keyboard key. Anyone have any ideas on how to fix?
