Legacy File Transfer Dialog Not Working

Legacy transfer dialog has stopped working for me and its now on the Win-11 dialog

Yes, i used Windhawke to get the legacy dialog back and to use to make the screenshot for my comment, I don't understand why this happened as EP is the only customizing tool i use, I installed Windhawke yesterday, This issue has only been happening for about a week now

I tested this on a windows 10 install (19045.5011) using EP version 22621.431767.1 with always use legacy transfer dialog box ticked:

and I too didn't see the windows 7 style legacy file transfer dialog box:

I even tried killing all explorer.exe processes and running explorer.exe again. Same result.
