Yes it does. But you must uninstall EP, then you can upgrade to 24h2. Then install the latest version of EP.

Will the settings be wiped or is there a way to save the settings?

In EP Properties application, go to Settings and uninstall, there is options to import and export settings.

So:

1. In EP Properties application, go to Settings and uninstall, Export settings
2. Uninstall EP
3. Install windows 11 24h2
4. Install EP
5. In EP Properties application, go to Settings and uninstall, Import settings

and the patcher isnt working

Got 24H2 last build 26100.3476 with explorer patcher without any issue. I can confirm that it works.
