File Explorer, keyboard navigation always selects second item - a bug that microsoft won't fix.

Within the file explorer I like to navigate folders using the keyboard. However there is a nasty flaw that exists since Windows 7 (16 years) and Microsoft doesn't seem to fix it.
After navigating into a folder using the return key you can use arrow keys to select the content of a folder. However the first press of arrow down always selects the second item. If you want to select the first item you need to press arrow down and then arrow up.

Could this nasty behaviour be fixed with a patch?

I think this is beyond what EP is for.

It seems that ep relies on the American keyboard, causing users who do not use this language to be unable to remove the American keyboard option, or after removing the American keyboard, ep will restore it
