Hooking DCL up with the data-registry #510

See #267 for most of the details, but this sentiment has arisen again. It would be very useful if engineering effort was put towards having a local or password protected deployment of deepcell label that allows lab members to explore the data registry like a file explorer and open files directly into DCL projects for visualization and editing. Even better would be if these projects did not rely on reuploading the data onto S3.
