`copyFrom` doesn't support `FORMAT csv`

I want to be able to use Postgres' native CSV handling

Describe the functionality you're seeking in more detail

Currently PostgresCopyFromFormat has TextOptions but not CSVOptions.

Have you considered any alternatives?

Parsing the CSV myself.
